Overview of the Import Duty Exemption Certificate (IDEC)

What is IDEC ?

Import duty exemption certificate (IDEC) is a Fiscal incentive by the Federal Government under the Ministry of Finance to boost sectors of the economy by exempting critical players from paying import duty and all other statutory customs charges respectively.

IDEC Automation

With effect from 1st March, 2020 the Ministry operationalized the automated Gateway portal for the application and processing of Import Duty Exemption Certificate (IDEC). As a result, all manual applications are no longer accepted. All applications for IDEC are now processed directly via www.idec.gov.ng. The Federal Ministry of Finance automated the IDEC process as a solution to provide a more effective monitoring tool, improving the processing time of the issuance of a certificate.

How do I open an account?

To create an account go to www.idec.gov.ng then signup

How do I apply for IDEC?

To apply for an IDEC; Click on new application, Select Benefiting sector, Proceed to upload Item/Product list, then upload

How do I verify a certificate?

Click “verify IDEC certificate” to verify your Approved IDEC certificate. Enter certificate number and click “verify”

How to apply for Recertification ?

To recertify your IDEC, click “IDEC recertification”

Can I make more than one Application ?

An applicant can make as many applications as they want. The number of applications an applicant can make is not limited.

How long can I use my IDEC ?

An IDEC is valid for one year effective from the date of issuance, after which it will expire. You can then extend the IDEC for another year by revalidating the certificate.NOTE: (Revalidation is only necessary if the IDEC has not been fully utilized during the one year span). Upon revalidation, you will be required to pay a processing fee of 64,500 naira.

Can I add Insurance and Freight to my IDEC after it has been issued / while processing ?

Insurance and freight cannot be added to an IDEC during its processing stage or after it has been issued.

Can I add an Item to my IDEC while it is processing or after it has been approved?

This can only be added during the application stage.
